Abstract

In today's business world, companies actively engage in lobbying to shape policymaking and influence government decision-making. Whether through in-house talent, outside lobbyists, or trade associations, lobbying remains a crucial element of a firm’s nonmarket strategy.

The research findings from three interconnected qualitative studies offer practical guidance for effective lobbying when navigating the political landscape. Drawing insights from 65 elite interviews with business executives and senior policymakers, this thesis explores critical aspects of corporate lobbying. Successful lobbying involves strategic resource utilization, ethical engagement, and collaborative efforts. This thesis provides valuable insights for practitioners on effectively deploying lobbying resources, including actionable guidance on optimizing lobbying strategies and avoiding potential pitfalls.

The first study, titled "Outsourcing government relations: Use of outside lobbyists when in- house capacity exists," offers practical guidance for organizations and consultancies regarding the optimal utilization of external lobbying resources. It emphasizes the role of outside lobbyists in providing strategic counsel, validation, political intelligence, contact strategies, logistical support, and facilitating difficult conversations. 

The second study, "The collective voice of businesses: How companies can effectively use trade associations in corporate political activity," examined the use of trade associations for corporate political activity and suggested ways to effectively deploy them for advocacy purposes. It highlights the importance of trade associations as industry voices, representing collective interests and offering valuable policy and research support.

The third study, "Lobbying as a public affairs strategy: Insights from ministers and political advisors," articulates how policymakers – government ministers and those in their inner circles – perceive corporate political activity. It emphasizes the significance of ethical conduct, knowledge of government, and a collaborative approach.
